UltimateIRCd 3.0.1 released

This is a bugfix release to address amongst others with global connect notices flooding during server synchs aswell as various compile fixes.
This is also the first release of UltimateIRCd where a naitive Win32 port is supplied thanks to the work of our latest team member Radiant.
