Notice -- Due to a network split, you can not obtain channel operator status in a new channel at this time.

i set: #undef CRYPT_OPER_PASSWORD
and : #undef NO_CHANOPS_WHEN_SPLIT
in setup.h , but I don't know why I always get that notice and I can't identify for my oper

You'll have to recompile the IRCd after changing that.
On windows you'll need the Microsoft C++ development tools, see the sticky post in this forum.

Okay , i'm in win32/make.vbs , what do i do now ?  How do i run the script ?

It's on shell, how do I click it? Is there a command or anything?

If you're on a shell you are using linux, not windows.. Shouldn't have posted this in a support forum for a windows version of UltimateIRCd.
On linux you just run
make
make install

restart the ircd and it'll be done.

Also remember that setup.h will be overwritten whenever you run ./configure
