does this version have ssl and if so how do i set it up

Yes, but because of licensing issues you'll have to build it yourself. Install OpenSSL in c:\openssl and choose the Debug SSL or Release SSL build configuration.

See the README.txt in the win32 dir, run
nmake /f UltimateIRCd.mak CFG="UltimateIRCd - Win32 Debug SSL"
or
nmake /f UltimateIRCd.mak CFG="UltimateIRCd - Win32 Release SSL"

to compile with the SSL build configuration, or use the Visual C++ IDE and set the active configuration to Debug SSL or Release SSL prior to building.
