Will never be.
There is no need for this mode, exempt abusing users.

IRC Operators are not meant to be gods. They are meant to help maintain the network. In most networks job descriptions, an IRC Operator have absolutely no power, access or right to interfere with channel buisniss. So this is a bad idea(tm).

Such a feature would lead to the IRC Operators on most networks havking to check what modes a channel have set aswell as bans a channel have set before he can do /join to prevent invading that channels privacy. Something which would be a royal pain.

This is the way its implemented in 2.8.x, and if i was willing to spend the effort on the 2.8.x series, it would have been changed. But im concentrating on getting 3.0 out the door.

Careful not to remove some of the features which keep people attracted to this IRCd, we may not like it but that's the way some networks are run.
